the institutes running the tests do not do courses.
The tests are computer based, so the test centers need no Qt knowledge at all.

Are you sure they under contract with Pearson?
Nevertheless I can check at the place, so you shouldn’t care about the thing.

The online site on http://www.pearsonvue.com lists “Computer Academy Step – Nikolaev” in Nikolaev as a test center. (click on locate a test center, choos “Nokia Qt” as testing program, select Ukraine for the country).

Anything wrong with the result? Did you search yourself already?
