You will want to download the Nokia Qt SDK from forum.nokia.com. It might also be a good idea to attend a Qt training, see KDAB’s training pages [kdab.com] for our offering. You don’t need to be a C++ expert in order to develop with Qt, but at least mid-level skills would be necessary.
