Yes, Qt Creator can be used for developing for any platform that is supported by Qt.

Currently the supported mobile platforms are Symbian and MeeGo.

May be it is more accurate to add to the list of supported mobile platforms Maemo too although it has evolved to MeeGo :)

Development of Win CE applications is not supported out of the box in Qt Creator. The following thread [developer.qt.nokia.com] contains some tips on how to get around this though.
